Best computer for psx emulator ? as long as you have GeForce 3 Ti or GeForce 4 Ti class graphic card ++, the old AMD Athlon XP series (32bit) or P4 Northwood, and 256MB RAM. (that spec is based from my experience) you can use the highest setting possible on ePSXe with Pete D3D, or Pete OpenGL plugin (not the OpenGL2) if you're using that spec
How much does it cost ? the above spec is an out dated spec, so it's not going to cost you much.

Make PSX iso to work on Computer by using PSX emulator ? of course
you can use Daemon tools or other similar virtual cd program (Daemon Tools is free that's why i choose it) and mount it into the virtual cd drive and then you just need to configure psx emulator to read from the virtual cd drive
if that's your question

well .. if you're using a more powerful graphic card there will be a signifact speed boost and if you're also using SSE2 capable processor you can get another speed boost too
to be honest, pcsx2 is almost impossible to use (dunno in the future) if you're not using high end computer
